Village Board Recap: New Parking Meters, Garbage Disposal Change?

Board approves bond resolution to fund purchase of new parking meter consoles.

The Village Board voted to authorize a bond resolution to fund the purchase of 14 new parking meter consoles for village lots at Thursday's briefing session, and discussed a letter from the Town of Hempstead on "flow control" that could lead to some RVC businesses using the village, rather than private contractors, to dispose of its trash.

The parking meter bond would be for up to $170,000, said Village Comptroller Mike Schussheim, and the village will look for bids beginning next week.

The village also received a letter from the Town of Hempstead on flow control — or sanitation disposal — and new changes it hopes to implement.

According to Village Attorney Tom Levin, the Town is proposing that municipalities be required to report the tonnage and materials disposed to them, as well as require private contractors who dispose of village trash to dump it at a facility designated by the Town.

RVC commercial property owners can choose who they want to dispose of its garbage — the village or a private contractor. In the past, most used the village — who contracted with TOH for disposal until the contract expired in 2009 — because it offered nightly service and comparable rates to private contractors. When TOH raised rates in 1989, Schussheim said, some commercial property owners chose to use private contractors to dispose of its garbage because they offered lower rates.

If these changes are implemented, private contractor rates could increase, which could lead to RVC commercial property owners using the village to dispose of its garbage. The village currently has a contract with OMNI for its garbage disposal.

Now that the Town is trying to require private contractors to dump where it designates, Schussheim said it may lead to, "an exodus back to the village."

The next meeting is on Monday, Dec. 12 at 8 p.m.
