Board Recap: Village Budget, Tax Cap Public Hearings Set for April 3

The board will host hearings on the tax cap, an air-conditioning local law and proposed 2012-13 village budget.

The Village Board approved resolutions on Tuesday to post legal notices on three upcoming public hearings pertaining to the real estate tax cap, a local law on air conditioners and the 2012-13 village budget.

Officials said those three public hearings will be held on April 3 at 8 p.m. in Village Hall.

The local law on air-conditioner units deals with the village requirement for central air units to be 30 feet from the neighbor's property line, or about 50-60 feet from the home.

That code was put into affect years ago because units were so loud it disturbed surrounding neighbors. Due to restrictions on how far units had to be from the property line, many homeowners were forced to put their AC unit in the front of their homes. Board members are discussing changing the law, where it would allow units to be within the side yard setback provided it has an acceptable decibel level.

In other news, the Community Development Block Grant budget for 2012-13 was also approved. It will contain less money for public services, but village officials noted that the decrease was imposed by Nassau County. The village had spent 30 percent of its grant money on public services over the past few years, but county officials said it should be around 15 percent. The grant money is awarded to the village through the U.S. Department of Housing and Urban Development.

Keith Spadaro, a long time RVC resident, was appointed to Village Administrator. Spadaro's list of accolades include his position as commander of the 20th Precinct for the New York Police Department. His major responsibilities included emergency communications and protection of some of the city's most famous landmarks and attractions — Lincoln Center, the Museum of Natural History and The Met among others.

"I'm very excited to work in Rockville Centre, a place I love to live," Spadaro said.

Superintendent of Public Works Harry Weed conducted a status report on village fields and said a new baseball field east of Hickey Field (the old roller rink) should be completed by the end of the month. The majority of work was done in-house, Weed said, and will be used for girls softball and 12-and-under boys baseball.
