Open Container Law???

I was sitting having dinner with my family last night at Churchills on S. Park avenue. Looking out the front window across the street I saw many young people drinking mixed drinks and bottles of beer on the sidewalk and in the alley on the side of the Beach House. I understand they have a section in front for tables for dinner how2ever, the law states no open containers beyond that point. In a few more moments a large fight broke out and there were people fist fighting in the middle of Park Ave. I just received a 4% tax hike on the village taxes. Were are the police, and why are people in the street with alcohol. Park avenue has many bars and restaurants that abide by the rules and keep there places in line. This is not the first incident at this location I learned after some investigation. The village needs to keep a tight reign on joints like this. If these situations continue the great patrons from around town and surrounding areas will disappear along with there money.
