Village Board Passes Law Changing Construction Start Times

New law states that residential and commercial construction cannot start before 8 a.m.

The Village Board approved a new local law at Tuesday night's board meeting that changes when construction can start in the village and how early worksite preparation can begin.

The approval of local law 20-10 changes the commercial and residential construction start time from 7:30 a.m. to 8 a.m. This would put the village on the same construction time restraints as Manhattan, which has recently made efforts toward creating a quiter community, and residents cited it as an example. Prep time for a worksite would also be restricted from starting earlier than 7:30 a.m.

Construction is also prohibited on Sundays and holidays unless an exemption is granted for an emergency. Interior construction in residential homes is not impacted by the new law, as it is allowed to take place at anytime if the construction noise cannot be heard from the property line.

A decision on Local laws , which deal with building height/lot coverage and building setbacks, was tabled until the village's next meeting on March 1.

In other news, the village has been using the Department of Public Works storage yard as a temporary "staging area" for various kinds of refuse before disposal. In December, the Department of Environmental Conservation inspected the area and told village officials it was illegally using it as a transfer station because a permit is needed to do so. If the village didn't clean the area, the DEC could levy a fine on the village.

The village determined it would take too long to clean it in-house, so it awarded the cleanup job to the lowest bidder, J. Cole Construction, to complete it. The cost is $361,500, and work will commence once the paperwork is finalized, village officials said. It's expected to be completed in six weeks.
